We are searching for a fluid and dynamic Business Systems Analyst to work in an iterative development environment. This is an intermediate-level professional position for a seasoned individual who applies an advanced, in-depth knowledge of technical concepts, practices and procedures. Incumbents are fully competent in working on complex assignments and in performing a full range of technical support activities. The incumbent may act as a member of a quick-response user-support team and will often work under demanding deadlines, sometimes operating independently to resolve complex end-user problems. Such problems or errors will likely cause visible delay, expense and/or disruption to the end-user.
REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES:
Duties require a variety of strong analytical skills, data communication and telecommunication skills, and familiarity with various diverse operating environments, applications and equipment. Level of skill needed will vary depending upon the end-user(s) serviced.
Test and evaluates software to determine efficiency, reliability, and compatibility with existing systems, using various types of business analysis.
Conduct surveys and focus groups to determine user needs.
Will write technical specifications to send to engineers for development.
Assist users to identify and solve complex data and software problems.
Develop and write procedures for installation, use, and maintenance.
May provide functional guidance for tasks or individuals.
Participate with others in technical proposal process.
May assist others during technical presentations to ACS management and/or clients.
Coordinate and evaluate the requests of users for new or modified application programs. Determine the feasibility, compatibility with existing programs and computer capabilities, and cost and time requirements for the requests of users for new or modified application programs. Provide application design and development support and day-to-day project management.
Education and Typical Years of Experience
Bachelor's degree in information technology, computer science, or related field.
Minimum 3-5 years of experience working within an application development environment, preferably using an iterative methodology.
Knowledge of Oracle PL/SQL, Object Oriented technology, relational databases and web-based technology highly preferred/recommended. Knowledge Actuate is a plus.
Ability to communicate effectively through clear, concise written documentation, verbal presentations and interviews. Ability to problem solve is essential. Ability to work in team environment as both a leader and contributor is important. Ability to prioritize requests and manage projects to meet target delivery dates is essential.
Experience working in the health care industry is preferred but not required.
Travel 25% - 50% of the time is likely.
Specific Requirements
40% Project Management. Coordinate with management for priorities and timeframes of projects/assignments. Assist in creating project plans and work with team members to develop estimates for projects and assignments. Work with users to define requirements, desired delivery dates, and compatibility of requests with existing programs. Provide timely project/assignment statuses to management and users. Manage project/assignment scope, especially requirements and specification changes, to insure target delivery dates are met.
40% Application Development and Support Development. Have a detailed understanding of business processes and application software. Design application software based on business requirements and processes. Evaluate the effectiveness of current systems and identify the need for improvements along with recommending solutions. Create effective, efficient test plans and perform complete testing that results in accurate processing of all data. Coordinate and write manuals to describe for users the installation and operating procedures for computer programs. Analyze and resolve problems with operations and applications, including being a liaison to clients. Convert project specifications into functional specifications, including the use of flowcharts and diagrams that show detailed instructions and logical steps for conversion to programming specifications. Formulate plans outlining steps required to develop programs, using structured analysis and design. Submit plans to management and users for approval.
15% Special Projects. Participate in and lead projects related to application systems as required. Participate in and lead technical strategy sessions with other IS team members.
5% Other duties as assigned.
